3.1 Members received evidence from Tracey Burke, Director General, Education and Public Services Group; Jo-Anne Daniels, Director for Communities and Tackling Poverty; and John Howells, Director for Housing and Regeneration, Welsh Government, as part of their inquiry into the Welsh Government’s Supporting People Programme.

3.2 Tracey Burke agreed to:

·       Send a note clarifying the budget for the two-grant approach for 2019-20 and explaining where the previously earmarked £5m for the childcare offer has been allocated to;

·       Will check how feedback on the judgement of local authorities arising from the interim evaluation has been communicated to all local authorities;

·       Reflect and discuss with the evaluators about whether the seven local authorities involved in the pilot can be named to enable non-pathfinder local authorities to discuss the approaches taken;

·       Send a list of all the grants involved in the two-grant approach together with the budget allocated for 2019-20; and

·       Agreed to advise on the preparations undertaken regarding the impact of assessment Brexit may have on the Supporting People Programme.

3.3 In addition, Tracey Burke also agreed to identify and liaise with the Wales Audit Office to ensure all the recommendations from the AGW’s Report are fully reflected in the published guidance.

6.1 Members considered the evidence received and agreed to write to the Welsh Government with their conclusions and schedule an evidence session for the summer 2019 term to examine the final evaluation of the Flexible Funding Programme.

4.1 Members considered the Welsh Government’s response to the Committee Report on the Supporting People Programme.

4.2 The Chair agreed to write to the Welsh Government seeking clarification on a number of responses to the Report recommendations.

4.1 Members considered the draft report and noted that a revised version will be prepared taking into effect their comments.

5.1 Members considered the evidence received and agreed that a short report should be prepared.

5.2 It was agreed that the areas of questions regarding the Auditor General’s Report on Homelessness which were not reached, should be sent to the Welsh Government in writing.

·       Check whether third sector organisations were invited to participate in the stakeholder engagement workshops during the development of the Pathfinder project

·       Send a list of the ten grants which form the proposed single integrated grant

5.1 The Committee received evidence from Sam Lewis, Vice Chair, Gwent Regional Collaborative Committee and Angela Lee, Regional Development Coordinator, Gwent Regional Collaborative Committee as part of its inquiry into The Welsh Government’s Supporting People Programme.

5.2 The Committee agreed to request a breakdown of the administrative costs associated with Supporting People and the other grants being considered within the Flexible funding project from the Welsh Government.

5.1 Members considered the evidence received and agreed to write to the Cabinet Secretary for Finance with the concerns raised regarding the proposed removal of ring-fencing the Supporting People Programme budget and the impact this could have on vulnerable members of society.

5.2 Members noted that the Auditor General anticipates publishing a report on how local government manages demand for homelessness services early in the New Year which could be considered as part of this inquiry.

4.1 Members considered the scoping paper for the forthcoming inquiry on the Supporting People Programme

4.2 Members agreed that the inquiry should focus on the impact of wider policy developments; funding distribution and financial planning; and monitoring and evaluation of the programme’s impact. Members also agreed to undertake a written consultation.

4.1 The Auditor General for Wales provided an oral briefing on the findings of his report on the Welsh Government’s Supporting People Programme, which was published on 31 August 2017.
