Forward Work Programme

Following the First Minister’s decision not to proceed with M4 relief road
motorway project, as announced on 4 June 2019, and the publication of details
of the project costs which now amount to £114m, Members agreed that the Public
Accounts Committee has a role in examining this expenditure and agreed to
undertake a short piece of work on this matter.

an inquiry into the National Fraud Initiative;

outreach work as part of the inquiry into GP Out-of-Hours Service;

Tawel Fan ward at Ysbyty Glan Clwyd together with an update on the wider
government targeted support and intervention system in place at BCUHB;

that the Auditor General is schedule to publish a report into NHS Wales agency

Members noted the letter and that the Culture, Welsh Language and
Communications Committee had agreed to undertake an inquiry into film and
television production which will incorporate looking at transparency and grant
funding.

Members confirmed that they would be keen to see a facts only review completed
looking specifically at the investment in Pinewood, which they felt would be of
interest to the Public Accounts Committee and/or the CWLC Committee.

Members noted the publication, on 11 January, of the Auditor General for Wales’
Report on the Informatics Systems in NHS Wales Report. The Welsh Government
response is only expected to be received later in the term and as they had already
agreed to undertake an inquiry into the issues, the Clerks will arrange for
witnesses to attend Committee in the summer term.
7.2
Members discussed the funding issues around the film and media industries that
have recently come into the public domain. It was agreed that policy issues
should be considered by the Culture, Welsh Language and Communications
Committee and any financial management issues should be referred to this
Committee. It was noted that the Auditor General’s response to concerns raised
in corrspondence is expected to be received during the week of 22 January. Upon
receipt, Committee will return to the issue.

General for Wales’ reports together with the scoping paper on possible
Committee led inquires.
9.2
Members agreed the following:

Coastal
flood and erosion risk management: reconsider whether to undertake an inquiry
on receipt of the response from the Welsh Government;
·
National
Fraud Initiative: report noted and agreed no further action for the Committee;
·
Kancoat:
agreed to hold one evidence session with the Welsh Government;
·
Hospital
catering and patient nutrition: the Committee felt that progress was slow in a
number of areas and agreed to undertake a short inquiry.
9.3
Following consideration of possible Committee led inquiries, the Committee
agreed to undertake inquiries into looked after children and housing
associations.

Minutes:
3.1
The Chair introduced Papers 1 and 2 to Committee. Members considered the papers
and agreed to scrutinise the annual accounts of a number of tax-payer funded
organisations in the autumn term.
3.2
The Auditor General for Wales explained his role and liaison responsibilities
with the Committee and introduced Papers 3 and 4.
3.3
The Committee noted its responsibilities and following a discussion, Member’s
agreed the initial work programme and suggested a number of possible areas for
a Committee led inquiry.
3.4
Following a suggestion, the Chair agreed to write to the Chair of the Culture,
Welsh Language and Communications Committee requesting that that Committee consider
the BBC’s annual accounts when it looks at the organisation’s annual report.
