Orders made under the Public Bodies Bill 2011

 

CLA CM2 - Consent Memorandum for The Advisory Committee on Hazardous Substances (Abolition) Order 2012

 

The Committee considered CLA CM1 - Consent Memorandum for The Advisory Committee on Hazardous Substances (Abolition) Order 2012. The Committee agreed to report to the Assembly that it had identified no reason why consent should be withheld from the Order.

 

CLA CM3 - Consent Memorandum for The British Waterways Board (Transfer of Functions) Order 2012 

 

The Committee considered CLA CM3 - Consent Memorandum for The British Waterways Board (Transfer of Functions) Order 2012.   Although, on legal and constitutional grounds, there appeared to be no reason why consent should be withheld from the Order, there were concerns about whether the Consent Memorandum provided sufficient information, particularly about the scope of the Order and its relationship to the extensive legislative competence of the Assembly, to allow the Committee (and other Committees) to consider it properly.  The Committee agreed to report that while it did not recommend withholding consent from the Order it had a number of concerns about the adequacy of the information set out in the Consent Memorandum.

Committee Inquiries: Inquiry into the establishment of a separate Welsh jurisdiction

 

The Committee took oral evidence from Devolution Studies Research Group, Bangor University Law School, which was represented by Dr Alison Mawhinney, Lecturer in Law, Ms Sarah Nason, Lecturer in Law, and Mr Huw Pritchard, Doctoral candidate.

 

Resolution to Meet in Private

 

In accordance with Standing Order 17.42(vi) the Committee resolved to exclude the public from the remainder of the meeting to discuss the evidence submitted thus far on the Inquiry into the establishment of a separate Welsh jurisdiction.
